fix new arm and aarch64 gas test failures

aarch64-pe  +FAIL: gas/aarch64/fix-adj
arm-pe  +FAIL: MVE vmlas instructions
arm-wince-pe  +FAIL: MVE vmlas instructions

These new tests use ELF directives.

	* testsuite/gas/aarch64/fix-adj.d: Only run on ELF targets.
	* testsuite/gas/arm/mve-vmlas.d: Likewise.
