MAINTAINERS: remove Thomas Falcon from IBM ibmvnic

We have not seen emails or tags from Thomas's IBM address
(tlfalcon@linux.ibm.com) in over 5 years. Looks like Thomas
is active in perf tooling at Intel (thomas.falcon@intel.com).
