autom4te: update Automake preselections to reflect upcoming 1.13

Issue revealed by a failure in test "35: tools.at: autom4te preselections"

* lib/autom4te.in ("Automake-preselections"): Add automake-provided
macro '_AM_EXTRA_RECURSIVE_TARGETS'.
