libstdc++: Update link to "Tunables" in Glibc manual

libstdc++-v3:
	* doc/xml/manual/using_exceptions.xml: Update link to "Tunables"
	section in the Glibc manual.
	* doc/html/manual/using_exceptions.html: Regenerate.
