The kernel CONFIG_ARM_PMUV3 option was not being presented
for 6.12 kernels with armsr/armv7.
As the minimum kernel version is now 6.6, there is no need
to limit this to specific kernel versions anymore.
This caused a kernel compile stoppage when attempting to
compile the 'perf' tool for armsr/armv7.
