doc: fix encoding error with UTF-8 characters

* doc/automake.texi: Specify @documentencoding and
@documentlanguage, to prevent encoding errors for parts of this
input file that are UTF-8.  This also causes the .info output to
use curly quotes, which is easier to read though it does assume
UTF-8 support.
