MAINTAINERS: gpu: buddy: Update reviewer

Christian Koenig mentioned he'd like to step down from the reviewer
role for the GPU buddy allocator. Joel Fernandes is stepping in as
reviewer with agreement from Matthew Auld and Arun Pravin.
