[9.11] chg: test: Drop TSAN jobs, drop bullseye jobs

The new TSAN images, the TSAN-enabled images install libraries to
opt/tsan, this doesn't work, just drop the TSAN jobs.


Additionally, drop Debian bullseye that's EOL now.
