man: ip-rule.8: Review synopsis section

Clarify that 'ip rule' defaults to action 'list', that 'flush' and
'save' actions don't accept additional parameters, add missing 'not' and
'goto' keywords and finally fix fonts used in 'fwmark' and 'realms'
parameters.
