chg: nil: Update CVE checklist

This MR adds an extra CVE checklist step suggested by @pspacek after
CVE-2024-0760.  See [Mattermost][1] for context.

It also syncs checklist steps with their corresponding links to the
explanations wiki page as these have been out-of-sync since !9307.
