Add QCA vendor attributes for latency based power save mode

Add QCA vendor attributes
QCA_WLAN_VENDOR_ATTR_CONFIG_OPM_LATENCY_TOLERANCE and
QCA_WLAN_VENDOR_ATTR_CONFIG_OPM_LEVEL to configure
latency based power save mode.
