patch 8.0.1707: when 'wfh' is set ":bel 10new" scrolls window

Problem:    When 'wfh' is set ":bel 10new" scrolls window. (Andrew Pyatkov)
Solution:   Set the fraction before changing the window height. (closes #2798)
