syntax-check: use VC_LIST_EXCEPT instead of VC_LIST

Three callers were using VC_LIST directly.

This is not wrong, because they exclude the always-excluded
files by only looking for C and/or header files.

But using VC_LIST here prevents switching it to outputting
relative paths.
