Move slower CI jobs out of "quick-checks" stage

Jobs with more than one minute of runtime are not considered for the
small VM.

The "tarball-create" job goes to the more appropriate "build" stage.

"coccinelle" and "checkbashisms" are moved to the generic
"other-checks".
