pid1,nspawn: enable usrquota on /tmp/ + /dev/shm/ (#36036)

Split out of #36010.

This simply enables the "usrquota" mount option on the two dirs if they
are backed by tmpfs.

#36010 contains a test that actually verifies that the mount option does
its thing.
