fix:  test:  Tune many types tests in reclimit test

The `I:checking that lifting the limit will allow everything to get
cached (20)` test was failing due to the TTL of the records being
too short for the elapsed time of the test.  Raise the TTL to fix
this and adjust other tests as needed.
