gccrs: parser: Parse RangeFullExpr without erroring out

gcc/rust/ChangeLog:

	* parse/rust-parse-impl.h: Allow parsing full range expressions without
	erroring out.

gcc/testsuite/ChangeLog:

	* rust/compile/parse_range.rs: New test.
