Add config_yaml enrichment for 82 font families

Part 1: Add config_yaml field to METADATA.pb for 14 families where
upstream repos have verified gftools-builder config files.

Part 2: Create override config.yaml files for 68 families where
upstream repos have source files but no gftools-builder config.

Add override config.yaml for 50 font families

Add gftools-builder config.yaml override files for families whose
upstream repos have font sources but no config.yaml at the recorded
onboarding commit. Each config points to the correct source files
verified to exist at the recorded commit.

Families include: Abyssinica SIL, Akatab, Amiri, Amiri Quran,
Bitcount (9 variants), BIZ UD (4 variants), Black Ops One, Bungee
(7 variants), Cormorant Upright, Harmattan, IBM Plex Mono,
IBM Plex Sans JP, Inter, Lateef, Open Sans, Public Sans, Recursive,
Reem Kufi (3 variants), Roboto, Scheherazade New, Sen, Shantell Sans,
Sigmar, Tilt (3 variants), Tirra, Trocchi, Vazirmatn,
Yaldevi Colombo, Zain.

With these overrides, google-fonts-sources can discover these fonts
as fontc_crater build targets.

Add config_yaml to METADATA.pb for 15 font families

Add the config_yaml field pointing to upstream gftools-builder
configuration files for: Amarna, Big Shoulders, Big Shoulders Inline,
Big Shoulders Stencil, Cossette Texte, Geom, Gveret Levin,
Momo Signature, Momo Trust Display, Momo Trust Sans, Sekuya,
SN Pro, TASA Orbiter, Tiny5, Varela Round.

This enables fontc_crater to discover and test these fonts.
