Ignore blanks when doing diff.  In particular, this helps hide any
problems we may have with differing end-of-line characters.

Fixed a bug where the long descriptions of bugs had a variety of
newline characters at the end, depending on the operating system of
the browser that submitted the text.

Oops; wasn't sending out mail when someone attached a file.

Fixed bug 4928 -- wasn't encoding multi-line value fields properly,
which busted modern browsers (like, Mozilla itself).
