Remove rlm_smb module.

It wouldn't build (lack of md4.c) and likely hasn't been used in years.
Equivalent method now involves mschap / ntlm_auth and Samba.

jlibtool depends on HEADERS

So that they are built before ANYTHING compiles.
That should solve all dependency issues with "make -j 8"

All objects depend on jlibtool
