Fixed build of ntp.

I fixed a problem compiling ntp, a function was also used by glibc 2.10.

make-batch: Don't send a mail when build was successful.

After this change the builders will only send a mail when
an error occured.

ldapvi uses a function called "getline", that our new glibc also brings with.

These two functions are not compatible, so I rename ldapvi's to _getline.

Updated ntp to version 4.2.4p7 to fix a security Vulnerability.

ntpd contained a stack buffer overflow, which may allow a remote, unauthenticated attacker to execute arbitrary code on a vulnerable system or create a denial of service.

This patch doesn't work. Have to wait for a fix.

This patch was applied upstream.

Compile glibc with -O3 as fedora does.
