bpo-36235: Fix CFLAGS in distutils customize_compiler() (GH-12236)

Fix CFLAGS in customize_compiler() of distutils.sysconfig: when the
CFLAGS environment variable is defined, don't override CFLAGS variable with
the OPT variable anymore.
