airoha: an7583: refresh kernel config

1. Enable MEDIATEK_GE_SOC_PHY driver and disable NET_DSA_MT7530_MDIO
2. Refresh kernel configs with:
   make kernel_oldconfig CONFIG_TARGET=subtarget
