spec: Clean up distribution of ChangeLog (and others)

- Move COPYING* to libvirt-client, so every package pulls them in
- Move AUTHORS ChangeLog.gz NEWS README TODO from -daemon to -docs
- Drop duplicate distribution of docs in -python
