Subject: [PATCH] pkgconf: expose variables for system-alloc-{uid,gid}-min

Expose variables for system-alloc-uid-min and system-alloc-gid-min
similar to the UID/GID ranges already exposed for the respective
maximums, and other UID/GID ranges.
