syntax-check: fix violations and re-enable sc_prohibit_stddef_without_use.

* cfg.mk (local-checks-to-fix): Remove
sc_prohibit_stddef_without_use from list of disabled checks.
* libltdl/argz.c, libltdl/lt__dirent.c, libltdl/slist.c: Remove
spurious stddef.h #include lines.
