units: some improvements in breakpoint-* units.

- Set `RefuseManualStart=yes`.
- Order before shutdown.target and emergency.target.
- Remove wrong `Wants=remote-fs.target` dependency from
breakpoint-pre-switch-root.service.
- Remove unneeded `After=sysroot.mount` from breakpoint-pre-switch-root.service
(implied by initrd.target).
