tzset: Expand comment about TZ problem on native Windows.

* lib/tzset.c (tzset): Elaborate comment, based on explanations by
Paul Eggert.
* lib/ctime.c (rpl_ctime): Likewise.
* lib/localtime.c (rpl_localtime): Likewise.
* lib/mktime.c (mktime): Likewise.
