mvebu: set MOX firmware fallback via cmdline

Newer kernels support applying sysctl keys from the kernel
command line.

Set sysctl.kernel.firmware_config.force_sysfs_fallback=0 in
MOX bootargs to disable firmware sysfs fallback without a
board-specific init script.
