tests python krb5: raw_testcase permit RC4 salts

MIT kerberos returns a salt when ARCFOUR_HMAC_MD5, this commit removes
the check that a salt is not returned.  A test for the difference
between MIT and Heimdal will be added in the subsequent commits.
