util/bash-completion: Fix SC2070 shellcheck error

SC2070 (error): -n doesn't work with unquoted arguments.
Quote or use [[ ]].
In grub-completion.bash.in line 130:
             [ -n $tmp ] && {
                  ^--^ SC2070 (error)
