uml: move patches and config from v6.12 to v6.18

Two patches are skipped:
 - 000-v6.13-asm-generic-io.h-rework-split-ioread64-iowrite64-hel.patch
   It's included. This was backported from upstream.

 - 102-pseudo-random-mac.patch
   The deprecated um_net driver has been removed.
   You need to convert to the vector-based network driver.
