This is a helper function for callables that use :func:`open` or
:class:`TextIOWrapper` and have an ``encoding=None`` parameter.
Return ``True`` if the stream can be read from. If ``False``, :meth:`read`
will raise :exc:`OSError`.

most *size* bytes will be read.
