FreeBSD suppression: reachable for setlocale

Normally I have LANG=en_GB.UTF-8 and LC_ALL=C but if I switch to
C.UTF-8 for everything (which is the default for a fresh install)
then setlocale comes into the picture with a reachable allocation
on exit.
