runtime(django): add syntax support for partial

Add djangoStatement integrated in version 6. 'partialdef',
'endpartialdef', 'partial'.

[Template Reference: partial](https://docs.djangoproject.com/en/6.0/ref/templates/builtins/#partial)((introduced in Django 6.0)
and 'filter'.
