cobol: Eliminate "unused function" warning/error.

gcc/cobol/ChangeLog:

	* move.cc (parser_move): Don't compile hex_of function.
	(hex_of): Likewise.
	(mh_packed_to_packed): Eliminated commented-out calls to hex_of.
