Doc: Clarify sequence synchronization commands.

Explain more accurately how REFRESH SEQUENCES differs from REFRESH
PUBLICATION in ALTER SUBSCRIPTION, and note that CREATE SUBSCRIPTION uses
copy_data = true (the default) to copy initial sequence values.
