doc: improve -fsanitize=undefined description

gcc/ChangeLog:
	* doc/invoke.texi: Add link to UndefinedBehaviorSanitizer
	documentation, mention UBSAN_OPTIONS, similar to what is done
	for AddressSanitizer.
