Ada: Fix build for dummy s-taprop

gcc/ada
	* libgnarl/s-taprop__dummy.adb: Remove use clause for
	System.Parameters.
	(Unlock): Remove Global_Lock formal parameter.
	(Write_Lock): Likewise.
