Many files:
  * configure.in (HAVE_MLOCKALL): Deal with dec-osf5 realities
  * ntpd/refclock_ulink.c (ulink_poll): Fix cast.
  * libntp/machines.c (ntp_set_tod): Use a long* for the argument to
  stime().
