* locale/Makefile (aux): Add SYS_libc.

	* locale/SYS_libc.c: New file.
	* libc-symbols.h (_): New macro.

	* configure.in (libc_cv_asm_set_directive): Link program into
	conftest instead of letting it default to a.out.
