yesterday. This part of the patch adds support for a --target=v850e1-elf
configuration as well as --target=v850-elf --with-cpu=v850e1.

AC_SUBST_FILE target_overrides, host_overrides, or
language_fragments. Create build subdirectories in
config.status extra commands.
