hwdata: Update to version 0.395

- Update from version 0.394 to 0.395
- Update of rootfile not required
- Removal of the old hwdata directory as no longer required with the source tarball
   approach implemented from CU191 onwards.
- Changelog
    0.395
Update usb and vendor ids
