pullup:
 428.   [bug]           rbtdb.c:find_closest_nxt() erroneously returned
                        DNS_R_BADDB for nodes which had neither NXT nor SIG NXT
                        (e.g. glue).  This could cause SERVFAILs when
                        generating negative responses in a secure zone.
