Revert "Temporarily disable dnstap for OL7 builds in CI"

This reverts commit 8078e7de05834ed800d7b1a302f945fc74f73d23.

Since commit 268b4392ba997f7884f137b60cde54ea76cc8426 fixed the issue
causing frequent "dnstap" system test failures, re-enable the latter.
