winbind_struct_protocol.h: add WBFLAG_PAM_FOR_NETLOGON

This will be used when auth_winbind is used with
make_auth3_context_for_netlogon().

This will allow winbindd to use different rules
for LogonSamLogon requests compared to
local authentications for smbd.
