Merge from StatHist refactor.

Added StatHist unit tests, and moved algorithm consistency checks there.
Expanded storage for histograms to 64bit unsigned.
Inlined StatHist constructor, destructor and assignment operator.
Implemented stubs for StatHist.cc and mem.cc
