linux-firmware: upgrade 20250708 -> 20250808

Add package ${PN}-qcom-adreno-a612 to include RGMU firmware for QCS615
chipset. Extend QCS6490 RB3Gen2 firmware to include audio topology.

Add new LICENSE files.
