checksrc: Windows-specific input fixes

lib/config-win32ce.h
- Fix whitespace for checksrc compliance.

lib/checksrc.pl
- Remove trailing carriage returns from input.

projects/checksrc.bat
- Ignore tool_hugehelp.c.
