complete the qpzone database API implementation

finish importing the database API methods from RBTDB to qpzone:
issecure, nodecount, getnsec3parameters, findnsec3node, setsigningtime,
getsigningtime, getsize, setgluecachestats, locknode, unlocknode, and
addglue.
